Approval to purchase portable bypass pump for Water Services Department. 
Background
The Water Services Department budget for FY 2022 includes the purchase of a portable bypass pump for purposes of enhancing emergency operations.  Early in FY2022, the Water Services Department completed an update of its Emergency Operations Plan (EOP) which comprised a system’s Risk and Resiliency (RR) evaluation required by the Environmental Protection Agency.  The EOP/RR update included an assessment of operational vulnerabilities that are on the rise because of multiple reasons, but primarily from storm related power outages and storm related infrastructure damage.  Water and sewer utility systems can help mitigate these operational outages by increasing system redundancy (which has been a focus of the department’s CIP) and with use of additional bypass pumps and portable generators that can be fixed at station locations or trailer-mounted and transported to sites as needed.  In an effort to continue to improve system vulnerability, the department is seeking to purchase a second portable bypass pump that can be transported to varying sites as needed.  The bypass pump is used at sewer pumping stations that experience malfunctions most commonly associated with power failures. 
 
For the current year’s fiscal budget, the department is requesting authorization to purchase a 6-inch 2,250 gallon-per-minute, sound enclosed and trailered bypass pump unit that can be used at most sewer station sites. Staff has selected the proposed unit via the Sourcewell Purchasing Cooperative which offers equipment through a competitive bidding process.  Sourcewell offers the proposed Atlas Copco Model, 6 inch class bypass pump at the price of $53,190.00 which includes options and shipping.  Shipping time for this unit is anticipated to be around 32 weeks.
