Approval to purchase portable generator for Water Services.
Background
The Water Services Department budget for FY 2022 includes the purchase of a portable generator for purposes of enhancing emergency operations.  Early in FY2022, the Water Services Department completed an update of its Emergency Operation’s Plan (EOP) which comprised a systems Risk and Resiliency (RR) evaluation required by the Environmental Protection Agency.  The EOP/RR update included an assessment of operational vulnerabilities that are on the rise because of multiple reasons, but primarily from storm related power outages and storm related infrastructure damage.  Water and sewer utility systems can help mitigate these operational outages. First, they help by increasing system redundancy which has been a focus of the department’s CIP. Also, they assist by the use of additional generators and portable pumps that can be fixed at station locations or trailer mounted and transported to sites as needed.  In an effort to continue to improve system vulnerability, the department is seeking to purchase a number of generators in the next couple of years that will include a combination of fixed site generators and at least one portable generator. Staff is working with its project engineer to assess each station site and develop specifications for electrical upgrades that will be needed along with sizing generators for each site that has been identified as in need of backup power.    
 
For the current fiscal year’s budget, the department is requesting authorization to purchase a 76kW portable or trailer-mounted generator that will be capable of powering up multiple water station sites.  In recent years, power outages resulting from lightning storms have been on the rise, particularly in the system’s south central service area serviced by NES.  This includes drinking water station sites at Plymouth Drive, Long Street, and Robert E. Lee. 

The 76kW portable generator available through Sourcewell purchasing cooperative (formerly NJPA) was selected by staff and its consulting engineer as the best option to provide emergency power to these sites as well as a handful of other sites, if needed. Sourcewell offers the proposed Kohler 76kW/95kVA Class generator at the price of $99,144.01.  Shipping time for this unit is anticipated to be 24 weeks. The department budget for generators is estimated to be $500,000 over several years, which includes site improvements.
