Resolution 2022-50 -- Authorizing minor changes to the OSRD Development Plan for the Eastman's Preserve Subdivision. 
Background
The attached resolution requests approval of minor changes to the OSRD Development Plan for the Eastman's Preserve Subdivision. The subdivision was initially a portion of the Tennessee Baptist Children Home property, located at 1310 Franklin Road.

At its regular meeting of May 2, 2022, the Planning Commission voted unanimously to approve a revised preliminary plan for the Eastman's Preserve Subdivision. The approved revised preliminary plan shows 25 lots on approximately 32 acres. The area of the permanent excess open space increased from 3.73 acres to 3.77 acres, (+0.04 acres/1,742 sf). As part of the review the Planning Commission also forwarded a recommendation of approval of the corresponding changes to the OSRD Development Plan to the Board of Commissioners.

Per the requirements of Section 78-185(b) of the Municipal Code, any deviations from the approved development plan shall be submitted to the Planning Commission for its review and recommendation and to the Board of Commissioners for its approval by resolution

Previous Commission Action
At its January 11, 2022, regular meeting the Board of Commissioners voted unanimously, seven for and zero against (7-0) to approve Ordinance 2021-22 on second and final reading.

On December 13, 2021, the Board of Commissioners conducted the required public hearing for Ordinance 2021-22. The following persons spoke as part of the public hearing.

On November 8, 2021, the Board of Commissioners voted six for and zero against (6-0) to approve Ordinance 2021-22 on first reading. The revised plan showed a total of 25 OSRD compliant lots. 

On October 11, 2021, the applicant's representative requested deferral of consideration of the proposed plan, which showed 28 lots to the November 8, 2021, Board of Commissioners regular agenda. The applicant was directed to return to the Commission with a plan that showed no more than 25 OSRD Compliant lots.
