Background
The Water Services Department’s Capital Improvements Program includes funding the abandonment of the City’s Arden Woods sewer pumping station and provides for upgrades to the Scales School sewer pumping station.  The project scope includes installing approximately 1,500 feet of gravity sewer pipe from the existing Arden Woods sewer station along Fisher Court and connecting to an existing sewer line located near the front of the school, near Murray Lane right-of-way. 
 
To complete the abandonment of the Arden Woods station, a small section of the new gravity sewer line will need to be located on the adjacent parcel at 6402 Fisher Ct., which will require the City to negotiation a permanent and temporary construction easement from the owner.  Additionally, the upgrades planned for the Scales School pumping station will require the station site be expanded to accommodate new equipment, including a generator and controls.  In regard to easements associated with the section of gravity line routed across the school property, this portion of sewer line is currently owned and maintained by the Williamson County School Board as a private service line.  The City has proposed to take over ownership and maintenance of the sewer line to accommodate the abandonment of the Arden Woods station project.  In 2017, as a condition of an interlocal agreement between the City and Williamson County Schools (WCS) for aid in funding improvements for Brentwood High and Middle School campuses, WCS agreed to grant the City the needed easements to accommodate this section of sewer line at no additional compensation.  However, the interlocal agreement did not specifically address the station site easement and therefore staff believes authorization to negotiate this easement is appropriate.    
 
Accordingly, staff is requesting authorization for the Mayor, City Manager and City Attorney to move forward with negotiations for the acquisition of easements for this sewer facilities project.  Attached is a site map for your reference.  Please contact Chris Milton, should you have any questions.
