Approval for Purchase of Fire Station Alerting System for Station 5 from Locutions Systems Inc.

Background

In 2016, the City Commission approved the purchase of a computer-aided dispatch (CAD) system to replace the then 13-year-old system. One important component of the CAD system is fire station alerting that automatically notifies fire stations by using automated voice alerting with simultaneous dispatching capabilities. The Locution fire station alerting system includes hardware and software to control fire station lighting, automated control of fire station ovens/stove tops and fire station sound systems. The automated voice dispatching feature automatically communicates information about the incident over the radio system to the responding units. Because both Franklin and Brentwood use Locution, many of the features are used when incidents are mutually dispatched for automatic aid locations. The purchase being proposed here is for the installation and implementation of Locution station alerting in Fire Station 5.

This product is considered a sole-source purchase because of the patented "Complete Human Voice" automated voice dispatching system. Additionally, it is necessary to purchase Locution in order to interconnect with the system that already exists in the other four stations and is integrated with CAD. It is staff’s recommendation to purchase the fire station alerting system from Locution Systems, Inc. for Station 5 for a price of $50,630, which includes first-year maintenance costs.
