Approval for purchase of CUES Replacement Sewer Inspection Camera System & Appurtenances

Approval for purchase of CUES replacement camera system and appurtenances associated with sewer system video pipeline inspections.
Background
The Water Services Department routinely performs video inspection of pipes for the purposes of investigating customer complaints and assisting other departments.  We also assist contractors that are working for the city on compliance with requirements of EPA’s capacity management, operation and maintenance (CMOM) activities.  Activities performed by the department’s sewer technicians include: 
 
  • Investigation of odor complaints;
  • Inspections of areas rehabilitated through the CAP/ER sewer rehab program;
  • Inspections of areas where backups have occurred to determine the cause;
  • Inspections of new facilities installed as part of a development, before they are accepted by the City;
  • Locating sewer connections for residents and contractors;
  • Assistance with other department and City crews for underground “eyes” investigations. 

To perform these tasks, department personnel currently utilize a mobile camera system and truck purchased in 2007.  The camera system consists of the larger mobile camera unit utilized in larger pipe (6” and above) investigations and a smaller mobile unit used for smaller piping.  This equipment used for the aforementioned purposes has reached the end of its useful life.  In recognition of the need to replace this aging equipment, an amount of $50,000 was included in the FY 2018 departmental budget to purchase a replacement camera system.  The camera is a component of the larger CUES system originally purchased via the public solicitation process and therefore the camera component of the larger CUES system is a sole source equipment replacement purchase.  Accordingly, staff recommends approval of the purchase of the replacement camera system as submitted by the system vendor in the amount of $45,695.25.

Previous Commission Action
On September 24, 2007, the Board of Commissioners approved the purchase of pipeline television inspection system equipment from CUES in the amount of $143,300.
