Resolution 2018-41 -- A Resolution that Requests Approval of Revisions to the OSRD Development Plan for the Taramore Subdivision

Subject
Resolution 2018-41 authorizes modifications to the OSRD Development Plan for the Taramore Subdivision.  The project is located on the south side of Split Log Road, approximately one mile east of its intersection with Wilson Pike, and east of the Morgan Farms subdivision.
Background
The attached resolution requests approval of minor revisions to the OSRD Development Plan for the Taramore Subdivision.  

On May 15, 2018 the Planning Commission voted unanimously (8-0) to approve a revised preliminary plan for the Taramore Subdivision.  As part of the review, the Planning Commission  also voted unanimously to forward a recommendation of approval of the corresponding changes to the OSRD Development Plan for the project to the Board of Commissioners.

The primary changes reflected in the approved revised preliminary plan include following: 
  1. Combining currently approved Lots 61 & 62 to create Open Space III, located at the end of Whitby Crest Court, in Phase 13, and 
  2. Reconfiguring currently approved lots 205-217, along New Bristol Lane in Phase 12 to create new lots 276 and 277, which are intended to replace former lots 61 & 62. 
Phase 12 of the project has not yet been constructed or recorded.  Please refer to the following table, which details the lot sizes before and after the change.

The adjusted lot sizes meet the requirements of the OSRD zoning classification. The total number of lots within the project remains unchanged at 275 (218 – OSRD, 57 – OSRD-IP). The overall area of the project remains unchanged at  312.73 acres.

The excess open space area for the OSRD portion of the project has also decreased by 0.02 acres (871 sq. ft.) or from 3.46 areas (Resolution 2015-01) to 3.44 acres. The calculations for the OSRD-IP portion of the project remain unchanged.  A combined total of  8.59 acres  (OSRD -- 3.44 acres, OSRD-IP -- 5.13 acres) of excess open space is provided for the project. 

The proposed revisions to the OSRD Development Plan must be approved by the Board of Commissioners due to the changes in the area of the excess open space.  Should you have any questions or require additional information, please contact the Planning and Codes Director.  
Staff Recommendation
Staff recommends approval of Resolution 2018-41.
Previous Commission Action
On January 13, 2015 the Board of Commissioners voted to approve Resolution 2015-01, which authorized revisisiont to the OSRD Development Plan for the Taramore Subdivision.  The changes include an increase in the area of the excess open space in the OSRD-IP Sections from 5.12 acres to 5.13 acres. Other more minor changes to the plan were also apporved as part of the review.  

On August 25, 2014 the Board of Commissioners approved Resolution 2014-59, which authorized an increase in the area of excess open space in that portion of the project zoned OSRD-IP from 5.04 acres to 5.12 acres.

On October 28, 2013 the Board of Commissioners approved Resolution 2013-67, which authorized a decrease in the amount of excess open space from 3.51 acres to 3.468 acres for the project.


On May 23, 2011 the Board of Commissioners approved Resolution 2011-26, which authorized revisions to the OSRD Development Plan for the Taramore Subdivision to allow an increase in the number of OSRD lots from 217 to 218 and increase the amount of excess permanent open space from 2.98 acres to 3.51 acres.

On December 14, 2009 the Board of Commissioners approved Resolution 2009-111, which authorized a revised OSRD Development Plan for the Taramore Subdivision to allow for additional improvements within the recreation area located at the historic Sayers mansion.

On October 26, 2009 the Board of Commissioners approved Resolution 2009-99, which authorized minor adjustments to the configuration of permanent open space associated with actual alignment of street right-of-way within the subdivision.

On November 10, 2008 the Board of Commissioners approved Resolution 2008-66, which authorized an alteration to improvements in permanent open space at the Taramore Subdivision, to include entrance features, signage and additional landscaping. 

On May 12, 2008 the Board of Commissioners approved Resolution 2008-23, which authorized an of alteration of the improvements in the open space for the Taramore subdivision. The proposal requested a modification to the improvements within the open space, to include removal of the previously approved pavilion and replacing it with an enclosed “folly” in the median of Ivy Crest Drive at the main entrance into the subdivision; replacement of the previously approved fountain with a monument sign; and removal of the subdivision signage from the decorative walls on either side of Ivy Crest Drive. The developer also requested modifications to the previously approved improvements within the amenity area for the project, to include addition of a circular children’s pool; a re-configuration of the bike path in the area; and addition of a temporary 24 foot wide chip and seal drive to provide access to the amenity area parking lot from Ivy Crest Drive, across open space in the event that Elgin Way cannot be completed before the pool is ready for occupancy. 

On February 25, 2008, the Board of Commissioners approved Resolution 2008-08, approving an increased number in the OSRD-IP compliant lots from 55 to 57, and an alteration to permanent use of open space for the Taramore subdivision. Additionally, the amount of the permanent open space within the OSRD-IP portion of the project was decreased from 42.80 acres to 42.55 acres. Finally, the amount of excess open space within the OSRD portion of the project increased from 2.90 to 2.98 acres.

On June 27, 2005, the Board of Commissioners approved Resolution 2005-36, which proposed an alteration to OSRD/OSRD-IP development plan for Taramore subdivision that reduced the number of OSRD-IP lots from 57 to 55. The plan also proposed minor adjustments to the configuration of permanent open space associated with actual alignment of street right-of-way Additionally, the proposal included the reconfiguration of the five acre tract containing an historic home and relocation of the pool on the tract; addition of tennis courts and parking area; addition of a walking trail; addition of a comprehensive sidewalk system; addition of a stub street to the west to connect to future development on the adjoining property; and the shifting of the street connection in the eastern area of the subdivision, resulting in a reconfiguration of open space.

On March 28, 2005, the Board of Commissioners approved Ordinance 2005-04, which rezoned property located south of Split Log Road, east of the intersection with Wilson Pike from R-2 to OSRD and OSRD-IP. The approved plan includes a total of 274 lots on approximately 312 acres.
