Background
The Capital Improvements Program for FY 2018-2019 includes funding to construct a short section of sidewalk (325 feet) along Split Log Road that will connect a planned sidewalk along the frontage of the Tuscany Hills subdivision (to be built by the developer) to the sidewalk to be constructed by Williamson County Schools at the new Jordan elementary school scheduled to open in August 2018.  This will provide a continuous sidewalk from the entrance of Tuscany Hills to the school (see attached aerial map).

To successfully complete this project, the City will need to acquire a permanent easement or right-of-way (ROW) for the installation of the sidewalk along the frontage of a private lot.  There is only one property affected, 9694 Split Log Road, a 3.2 acre tract.  Staff has had preliminary conversations with the owner, and believes a fair and reasonable agreement can be negotiated.

The actual cost of the ROW or easement will be negotiated and the value of recently purchased ROW/easements will be used as a guide to begin negotiations.  Due to the slope of the road shoulder in this area, the sidewalk will most likely be constructed approximately 20 feet from the back of curb of the roadway at the top of the adjacent slope.

Accordingly, staff is requesting authorization for the Mayor, City Manager, and City Attorney to move forward with negotiations for the acquisition of an easement or ROW for this public improvement project.

The actual cost will be negotiated with the property owner and based on the estimated value of the property as well as the impact to the property.  Staff estimates the cost will not exceed $10,000.
