Res 2024-47 - Request to Use a Competitive Sealed Proposal Process for City Manager Executive Recruitment Services

Background

City staff requests the use of a competitive sealed proposal process (also known as a request for proposals, or RFP) for selecting a firm to potentially assist the Board of Commissioners in the recruitment and selection of a new city manager. While the Board of Commissioners has not made a final decision on whether to utilize the services of an executive search firm, it is necessary to move forward with issuing an RFP for these services pending a final decision. This will allow the Commission maximum flexibility in making a decision about whether to utilize a search firm without delaying the overall recruitment and selection process. The RFP will clearly state that the Board of Commissioners has the right to reject all proposals and issuance of the RFP does not obligate the Board to use an executive search firm.

Because of the importance of the services to potentially be provided, staff feels that vendor selection should include qualitative measures that consider a firm's qualifications and experience performing similar public sector executive search projects instead of solely basing the selection on price. If a firm is selected, a contract for professional services will be submitted to the City Commission for approval.

Staff Recommendation

Staff recommends approval of this resolution authorizing use of a Competitive Sealed Proposal Process for the procurement of a firm to provide general contracting services of a pavilion in Crockett Park.
