Background
On September 11, 2023, the City Commission authorized staff to utilize a competitive sealed proposals process for design and construction of a unique three-walled pavilion at Crockett Park.  The structure will occupy the former site of the Brentvale log cabin and will incorporate siding made from vintage timbers salvaged from that building.  The solicitation included full design and partial construction of the pavilion.  The partial construction consists of the vertical structural components, inclusive of roof framing, but does not include the wall framing, windows, siding, or foundation.  Roof decking will be supplied but installed by a separate roof contractor.  Separating the project into these distinct components will maximize the efficiency of each vendor's bid and should allow the project to be completed within budget. 

On Dec. 11, 2023, the City awarded a contract to Homestead Timber Frames for the design and partial construction at a cost of $96,016.00, which is within the amount budgeted for this portion of the project.  The total project budget is $258,750.

The next phase called for finding a general contractor to construct the other components of the project and to serve as a project integrator. On March 11, 2024, the City Commission approved the use of a competitive sealed proposal process (also known as a request for proposals, or RFP) for selecting a general contractor to oversee all phases of construction.  

The City issued the RFP on March 12.  The City received three proposals from Majors Construction, BJB Construction, and A2Z.  On the evaluation criteria, the City weighted the scoring heavily on the firm's profile and experience so that the City could ensure it picked a vendor capable of this type of complex project. BJB had the lowest bid, at $80,948, but the bid did not appear to have a complete pricing proposal, with no mention of site grading or removal of existing footers, no topsoil or sod, and no drainage or downspouts for the site. A2Z was the next lowest bidder, at $115,000. That company's profile didn't reflect the ample historic construction background required for this project. The scope of work was not complete in items such as preparing the site, removing debris, and drainage. Majors Construction proposal was for $138,143.20, which is within the budget. Majors has strong experience in this area, with recent projects including the Primm barn, Primm house, and slave cabins. The company's project pricing proposal was complete and properly addressed project management, site preparation and completion, drainage, and completely compliant with the statement of work. Staff is recommending Majors Construction be awarded the contract for this project.
Staff Recommendation
Staff recommends approval of this resolution authorizing an agreement with Majors Construction, LLC, to serve as the general contractor on this project. 
Previous Commission Action
On Sept. 11, 2023, the Commission approved Resolution 2023-100 - Request to Use a Competitive Sealed Proposal Process for Design and Construction of a Pavilion at Crockett Park.


On Dec. 11, 2023, the commission approved Resolution 2023-124 - Agreement with Homestead Timber Frames for Design and Construction of a Pavilion at Crockett Park.


On March 11, 2024, the commission approved Resolution 2024-24 - Request to Use a Competitive Sealed Proposal Process for General Contractor to Oversee Pavilion Construction at Crockett Park
