Background
The Water Services Department requests approval to purchase a replacement, underground pipeline inspection system as budgeted in the department’s capital equipment fund.  WSD staff primarily utilize the closed circuit television inspection system (CCTV) as both a proactive and reactive tool to determine the condition of pipes, if blockages leading to overflows or breaks are present that are in need of cleaning, replacement, or if repairs are required by the operations and maintenance team.  Day to day activities utilizing the underground camera system include: 
 
  • Respond to residents' service line blockages and odor complaints;
  • Inspections of areas rehabilitated through the CAP/ER sewer rehab program;
  • Inspections of sewer system backups have occurred to determine the cause;
  • Inspections of new development lines, before they are accepted into the City;
  • Locating sewer connections for residents and contractors;
  • Assistance with other department and City crews for underground “eyes” investigations. 
Underground camera inspections are a very cost-effective method in avoiding many otherwise needed excavations; quickly identifying a problem and needed response; and early preventative maintenance and repairs of found minor problems which avoid future, larger damage and repairs.  Specifically, the underground, waterproof camera system which operates in very harsh, sewer system environment are the response team’s primary eyes for understanding and knowing how to respond to a problem.  The camera takes the mystery out of what might otherwise be a best-guess assessment.  The camera crawler can be placed down a manhole and remotely driven from within the truck, along the pipeline from manhole to manhole.  These cameras have pan, tilt and secondary camera launch capability which allow the operator to move the camera in all directions to obtain a thorough picture of the entire sewer line as well as investigating a customer’s perpendicular service line problem.    
 
To perform these tasks, WSD field crews currently utilize a mobile camera system and truck purchased in 2007, with components updated throughout the years, which has now reached the end of its useful life.   The camera system generally consists of the larger mobile camera unit utilized in larger pipe, typically 8 inches in diameter and larger; a smaller “launch” camera unit used for inspecting smaller service line piping (4 and 6 inch); camera tractor chassis for operating in the underwater, harsh environment; watertight high-strength fiber cable and winch system; and systems control interface or operator station with command controls.  The proposed closed circuit camera system is manufactured by RapidView, an established and reputable brand deployed by numerous sewer utility agencies.  The selection of the RapidView product is via the publicly solicited Sourcewell purchasing cooperative with pricing at a proposed cost of $281,591.68.  Please contact Drew Muirhead should you have any questions.
