Background

Water Services Department staff are recommending approval of the enclosed engineering services agreement with Barge Design Solutions for ongoing sewer rehabilitation and sewer system Capacity Management, Operations and Maintenance (CMOM) program assistance.

As provided for in the department’s capital improvements plan and operations budget, sewer rehabilitation is a critical component of the capacity management, operations and maintenance program (CMOM) mandated by the EPA and the State. To date, the sewer rehabilitation program has been successful in removing over 800 million gallons of stormwater annually from the system during storms (around 2.0+ mg/day), reducing costs of transportation and treatment to Metro/Nashville and overall, successfully meeting the objectives of the program. That said, ongoing annual sewer system rehabilitation will be an important function for the department in order that the program can continue to be proactive in offsetting future infrastructure repair and maintenance costs.

Funds will continue to be programmed annually to evaluate conditions system-wide and make repairs and complete rehab projects when identified. In order to provide the Water Services Department continued sewer rehab program assistance and appropriate expertise as we move forward, staff is recommending that the City Commission authorize an agreement with Barge Design Solutions. Since the program’s inception beginning around 2006, a number of engineering firms have been contracted for the City’s sewer rehabilitation program assistance. More recently, Barge Design Solutions has been providing these services with their current agreement expiring in March 2024.

Water Department staff have been very satisfied with Barge’s services and recommend renewing the agreement to continue to be the department’s provider of sewer rehabilitation program engineering services. Accordingly, staff recommends approval of the enclosed agreement with Barge Design Solutions. The costs for annual services are determined during budget preparation based on the work expectations for the upcoming fiscal year. The agreement is proposed for a period of one year, with up to four one-year renewals available to be approved by staff and the engineer.

Fiscal Impact:

There is no direct fiscal impact as a result of approving this agreement. Individual task orders will be developed for work to be done under this agreement, with each having either a lump sum cost or an hourly billing rate established in the attached contract.
