Resolution 2024-30 - Authorizing a change order with ProShot Concrete from Stormwater Pipe Repair & Lining.
Background
As the city's vast network of stormwater culvert pipes continues to age, the Public Works Department is working to maintain, replace, and rebuild these conveyance systems to ensure proper operation for many years to come.  As the need for repair is identified, each pipe section is evaluated independently to calculate costs and impacts related to various methods of maintenance or replacement.

In June 2022, bids were received for a new Pipe Repair & Lining Contract on a unit-price basis.  ProShot Concrete, Inc. was the only bidder that responded.  The initial contract was for FY 2023, with a one-year extension approved for FY 2024.  Attached is a change order authorizing another one-year contract for FY 2025, with a 3.1% Consumer Price Index adjustment to the individual line items.  

ProShot Concrete, Inc. has been responsive and professional in working with the City over the past few years, and staff has been pleased by the work they have completed.
Staff Recommendation
Staff recommends approval of a change order for a one-year extension of the Pipe Repair & Lining Contract with ProShot Concrete, Inc. for FY 2025.  Costs incurred under this agreement for FY 2025 would be paid for from American Rescue Plan (ARP) funds.

Previous Commission Action
The original contract with ProShot was approved via Resolution 2022-64 on June 27, 2022.

The second-year extension of the contract was approved via Resolution 2023-29 on February 27, 2023.

Fiscal Impact:
The actual cost of work under this contract will depend upon actual task order assigned to ProShot based on pipe condition assessments completed by the Public Works Department.  The proposed FY 2025 capital improvements plan budget for this work is $750,000 utilizing American Rescue Plan (ARP) funds.
