Background
The Fire and Rescue, Technology, and Traffic departments have been researching traffic signal preemption systems to replace the current system that is no longer functioning.  Preemption is a process that adjusts traffic signals to allow for smooth and safe passage of emergency service vehicles.  This is particularly important for the Fire and Rescue Department, as they have very large and heavy trucks that are not able to maneuver like a car or average-sized truck.

The City of Brentwood and the City of Franklin fire departments provide automatic aid to each other.  The departments have been working together to find one solution that fits both communities, so both departments can preempt lights no matter the jurisdiction.  Franklin and Brentwood have worked side by side to evaluate several solutions and agree the Neutron Edge solution will accommodate the needs of both cities independently and together.  The City of Franklin is in the beginning stages of implementing the Neutron Edge solution.

Once preemption is in place for Fire and Rescue, we will plan to expand preemption to the Police Department.

The proposed solution total for three years is $222,659.00.  Of this amount, $73,451.50 will be due up front to begin implementation, and $73,451.50 will be due upon completion of the project.  The annual maintenance cost for year 2 and year 3 will be $37,878.00.

Because this particular solution is already being implemented by Franklin, it is important that Brentwood use the same system. Although this solution is available through OMNIA purchasing cooperative, staff obtained three quotes for this solution and discovered that a direct purchase from Neutron Edge is the lowest cost option.  (The other two quotes are for $236,018.54 from Presidio and $237,942.13 through OMNIA.) Therefore, staff respectfully requests a waiver of competitive bidding to purchase direct from Neutron Edge.

Three quotes were obtained for this solution.  The quote from Neutron Edge was the lowest cost option.  The other two quotes are on state contract, but are more expensive.
