Background
While the ongoing widening project on Franklin Road from Concord Road to south of Moore's Lane is a TN Department of Transportation (TDOT) construction project, the City was responsible for all engineering design and right-of-way acquisition for the project prior to the start of construction.  Since construction began, the City has an assigned staff person working alongside TDOT staff to represent the interests of the City and, most importantly, the interests of the residents that live along the corridor.  This staff person is the same person that coordinated both the design and right-of-way acquisition phases, so he is intimately knowledgeable of all aspects of the project and what the expectations are for the City and its residents.

As we know, this project has had several delays, and completion is now not expected until summer of 2022.  Unfortunately, the staff member assigned to represent the City's interests on this project is scheduled to retire this spring.  Given the critical juncture of this project, staff believes it is vital that we maintain appropriate oversight of this project to represent the interests of the City and residents until completion. 

The proposed agreement with Smith Seckman Reid, Inc. (SSR) provides for up to 1,000 hours of a Project Manager's time for a 14-month period beginning May 1, 2021, for an amount not to exceed $120,000 paid on an hourly basis.  SSR will engage the services of an individual with the necessary knowledge of the project to perform the following services:
  • Responding to concerned property owners or the motoring public
  • Working with ROW issues for affected property owners
  • Communications with City Officials/Commissioners on project related issues
  • Working with City departments for issues regarding engineering, traffic, utility, etc.
  • Involvement in biweekly TDOT progress meetings
  • Performing site reviews to assess construction progress
  • Other peripheral tasks as required by the City

Staff Recommendation
Staff recommends approval of the attached professional services agreement with SSR for these important services through the completion of the Franklin Road widening project.
