Background
The Friends of the Brentwood Library ("Friends") have applied for and received a $10,000 grant from the Powell Foundation, a private family foundation supporting arts, education, conservation, and human services. The funds need to be expended by June 30, 2023.  The scope of work submitted in the grant application was for a "Volunteer Hub," which is a small portion of the larger improvement project that Library Board and the Friends have been working on for several years.  To facilitate utilization of the Powell funding, a smaller project would divide the current Learning Lab space into thirds, with 1/3 being a workspace for volunteers (the "Volunteer Hub"), 1/3 being a new study room, and 1/3 being the relocated Shaw Study Room.  The project would add two new walls with electrical and data, two doors, ceiling modifications, paint, and new flooring.  This is project is consistent with the space planning recommendations developed by Margaret Sullivan Studios in 2018.

The City's property management company, Cushman and Wakefield, will manage the project, and they have obtained competitive pricing totaling $27,097.48.  Deducting the $10,000 available in Powell funds, this leaves $17,097.48 to be locally funded.  At their meeting on April 12, 2023, the Library Board voted unanimously to recommend to the City Commission that Holt funds be utilized for this purpose.  This request is consistent with the adopted Holt Trust Account Guidelines (attached), which provided for 25% of the $4.2 million bequest to be utilized for "short term projects."  To date, only $25,609.87 spent in 2020 on Children's Library furniture has been used for this purpose.

Staff Recommendation
Staff recommends the approval of the resolution authorizing expenditure of Holt funds for interior modifications at the John P. Holt Brentwood Library.
