Resolution 2023-45 requests approval of a revised OSRD Development plan that reduces the total number of lots and increases the permanent excess open space for the Anna Subdivision.  
Background
McNeeley Civil Engineering requests approval of a revised OSRD Development plan showing 17 lots on approximately 28 acres.  This plan is a revision to the 20-lot OSRD rezoning plan originally approved by the Board of Commissioners on September 27, 2021 (Ordinance 2021-17).  The Planning Commission approved the original preliminary plan at their November 4, 2021, meeting. 

The purpose of the revision is to redesign the subdivision layout and not relocate the existing perennial and intermittent streams.  The original development plan reflected these streams being relocated to the exterior of the development.  The new configuration eliminates three lots and increases the dedicated open space from 11.06 acres to 13.86 acres and increases the excess open space from 6.03 acres to 9.10 acres.  

The proposed revision also includes changes to the site drainage and associated infrastructure, preservation of additional environmental features, and refinement of the entry road configuration.  Drainage revisions include increasing the stormwater management ponds from two to five. The plan also preserves approximately 1.7 additional acres of wetland and the removal of a farm pond at the request of TDEC. 

At its April 3, 2023, meeting the Planning Commission approved this revised OSRD Development / Preliminary Plan and forwarded a recommendation of approval to the Board of Commissioners.

Staff Recommendation
Staff has reviewed the revised OSRD Development Plan and has found that it complies with the applicable provisions of the Zoning Ordinance for consideration by the Board of Commissioners.
 
Previous Commission Action
Ordinance 2021-17 to rezone 28 +/- acres of land located in the SE quadrant of the intersection of Concord and Franklin Roads from SI-1 to OSRD was approved on September 13, 2021.
