Background
In the fall of 2022, the Water Services Department responded to customer complaint calls related to low pressure in the area of Concord Road and Edmondson Pike.  Responding crews determined that a 6-inch water line crossing under Concord Road just west of Edmondson Pike had broken within the steel casing under Concord Road.  Based on the location of the break and the complexity of repair needed inside the casing, it was decided that a more experienced contractor would be required to make the needed repair.  In the interim, staff manipulated system valves in the area to address the resident pressure concerns.

This particular water line and lines in this area were originally installed as system improvements within the Nolensville/College Grove Utility District (NCGUD) and transferred to the City of Brentwood in 2007 as part of the larger service area transfer agreement.  Since the needed repair work required the Water Services Department to publicly solicit proposals from contractors for construction, staff made the decision to take this opportunity to add some minor system improvements to the scope of work.  Since this line was originally installed as part of the NCGUD system and later transferred to Brentwood, the piping or hydraulics in the area can be improved with some small additions and interconnections between the two original separate systems.  Additionally, there is a portion of the originally installed NCGUD water line that was routed through the backyards of a few residences in the Hampton Reserve neighborhood that could easily be eliminated with the small added improvements. 

Attached is a site map depicting the overall project scope which includes: 
  • Removing the damaged 6-inch plastic pipe up under Concord Road and replacing with new, restrained joint pipe and valves (updated to City and TDOT standards);
  • Abandoning approximately 400 feet of the older NCGUD water line; 
  • Adding approximately 110 feet of new 8 inch piping as shown to provide an additional connection with the City’s existing 12 inch water line on the south side of Concord Road; and  
  • Adding miscellaneous system improvements including valves and a fire hydrant to provide enhanced area operational improvements and fire protection. 
The Water Department’s consultant developed a set of plans and in March bids were accepted and publicly opened with three bids being received.  The low bid was submitted by SBW Constructors, LLC of White House, Tennessee in an amount not to exceed $182,857.00.  The two remaining bids were submitted by Jarrett Builders, Inc located in Nashville and Norris Brothers of Crossville, TN for $449,509.50 and $527,800.00 respectively.  

Water Department staff is in agreement with the project engineer’s recommendation to award a contract with SBW Constructors in the amount of $182,857.00.  SBW has successfully completed work for the Water Services Department previously and they are considered competent to complete this scope of work.
