Resolution 2023-25 - Authorizing an Agreement with Pyro Shows, Inc. for the 2023 Independence Day Fireworks Display at Crockett Park

Background

The FY 2024 annual budget is proposed to include $25,000 for the Independence Day fireworks display at Crockett Park. A request for proposals (RFP) was emailed to eight national fireworks vendors and a notice of the RFP was also published through the City's online procurement portal. All vendors were informed of the total budget of $25,000 and were asked to propose their best show for that cost. The RFP specified a preference for shells 4" or larger.

Three firms, Pyro Shows, Inc., Pyrotechnico Fireworks, Inc., and High Tech Special Effects, Inc. submitted proposals. Pyro Shows, Inc. proposed 869 total shells, which was the highest number of shells among the three companies. They also offered the highest number of large (5" or 6") shells at 239, which is 29 more than last year's show. Note, however, that the total shell count is 19 fewer shells than last year, despite the budget increase from $15,000 to $25,000.

Pyro Shows, Inc. was last awarded the fireworks contract in 2011. Each year since it has been awarded to High Tech Special Effects. Staff recommends that the contract be awarded to Pyro Shows based on their superior proposal. The proposed agreement allows the contract to be renewed two times under the same terms if agreeable to both parties.

Staff Recommendation

Staff recommends City Commission’s approval of the resolution to contract with Pyro Shows, Inc. for the 2023 Independence Day fireworks display.

Fiscal Impact:

A total of $25,000 will be proposed in the FY 2024 budget for this purpose. Payment for these services will occur after Independence Day, which is at the very beginning of FY 2024. Note that this is an increase of $10,000 from the FY 2023 amount of $15,000.
