Background
As you are aware, the site work for the new inclusive playground at Granny White Park is well underway. Given the presence of The Parent Company as the general contractor for the playground project, staff is recommending approval of a change order with the Parent Company for two related projects at Granny White Park already funded in the FY 2022 budget.

The first project covered by the change order is $166,582 for the parking lot asphalt overlay that was programmed this year in the Facility Maintenance Fund at $145,000. The existing Parent Company contract for the playground includes paving work associated with construction of additional parking spaces.  The overlay of the existing parking lot through the Equipment Replacement Fund would normally be handled by the City's roadway paving contractor.  Staff believes it would be advantageous from both a quality of work and project timing perspective to have a single contractor complete all of this work instead of trying to coordinate two separate contractors and have an unnecessary seam break between two paving jobs.  The additional cost for the parking lot overlay beyond what was budgeted in the Equipment Replacement Fund ($21,582) will be covered by savings from other Park maintenance projects that have been under budget.

The second project in the change order is the installation of the new restroom adjacent to the playground at a cost of $29,761. As you recall, the City Commission approved purchase of the new restroom ($69,850.22) on February 28, 2022. Staff had always planned to procure a separate contractor to install the bathroom building.  Staff inquired with various known contractors what the cost of installation might be if it was to be bid out, but it became apparent that allowing The Parent Company to handle this part of the project was best because the cost estimates were about the same and now logistics can be worked out better with one contractor handling all of it. The total cost of the restroom building and installation combined is $99,611.22, just under the budget of $100,000 for this part of the playground project.
 
The original contract price with The Parent Company for the playground project was $729,000. The new contract price, if this change order is approved, will be $925,343.

The original contract price for the project was $729,000. The new contract price if this change order is approved will be $925,343.00. The cost of the asphalt overlay will be paid for with funding from the Facility Maintenance Fund (312-44400-89600) and the installation of the restroom is covered within the Capital Projects Fund budget assigned for this part of the project (311-44400-3003).
