Background

In December 2021, Parks staff sent out a Request for Qualifications (RFQ) to engineering firms for Master Plan Services for Windy Hill Park. Seven engineering firms submitted qualifications statements to be reviewed. Staff scored all seven submittals and selected ESP Associates, Inc. to lead this project. ESP Associates, Inc. is a local Brentwood firm that has considerable experience in Middle Tennessee and staff feels that this firm would bring a fresh new perspective to this important project.

Attached is the agreement with ESP Associates, Inc. broken down into five tasks:

Task 1 A & B: Preliminary Site Evaluation ($8,500) & Preliminary Base Map of Existing Conditions and Preliminary Feasibility Study ($7,500).
Task 2 A & B: Study & Public Input Meetings (Owner/Agency/ESP Team/General Public) ($8,000) & Project Team and Commission Meetings (Owner/Agency/ESP Team) ($19,500).
Task 3 A & B: Preliminary Concept Plans ($10,000) & Master Plan ($20,000).
Task 4 A & B: Preliminary Opinion of Cost ($15,000) & Preliminary Design Guidelines Package ($8,000).

The project total (lump sum) is $96,500.

It is the opinion of staff that the fee is consistent and fair for the project and is recommending approval of the attached resolution to contract with ESP Associates, Inc. for this project. The tasks listed above only provide for completion of master planning services and do not include construction design or construction administration services. Upon completion of master planning, staff will negotiate a scope of work for these additional services with ESP assuming staff recommends continuing the working relationship with ESP.

Staff is recommending approval of this agreement with ESP Associates, Inc for $96,500.
