For the past several months, Piedmont Gas has been working to install a new natural gas distribution line in east Brentwood. The project extends from the Wilson Pike area near Moore's Lane east to Sunset Road and then north along Sunset Road until it intersects with the large Columbia Gulf regional transmission line that runs through this area (see attached Piedmont Project Map). Most of the work is taking place with the TVA electric transmission easement, but once the project reaches Sunset Road and turns north, it will impact the City's Safety Center East property, requiring an easement be granted by the City to Piedmont.
City staff and our engineers designing the Sunset Road widening project have been working with Piedmont engineers for several months to locate the proposed easement on the Safety Center East property so as to not conflict with the road project and its associated utility relocation components while also minimizing the impact on the wooded area between the road and the building. The proposed easement documents and drawings attached reflect what has been mutually agreed to by all parties and will not affect the City's road widening project.

As compensation for these easements, the staff has negotiated a total amount of $31,850 (see attached compensation agreement). This value represents the same per square foot appraised value offered by the City to the property owners immediately adjacent to the north for similar permanent and temporary easements as part of the Sunset Road widening project.
If the easement is approved, Piedmont will proceed quickly with construction and has agreed to coordinate and cooperate as needed with the City's road widening contractor.
