Background
Resolution 2019-41 authorizes changes to the OSRD Development Plan for the Glenellen Estates Subdivision.  The project includes a total of 66 lots developed on approximately 82 acres of land. The plan proposes additional amenity improvements within the permanent open space for the project.   

At its regular meeting of April 1, 2019, the Planning Commission voted to approve a revised preliminary plan for the project that includes the addition of the new pier, which measures 8’ x 16’ (128 sf) and will be constructed on the south end of the existing pond. No other changes to the plan are proposed. The Planning Commission approval of the preliminary plan was contingent upon the Board of Commissioners approving the corresponding revisions to the OSRD Development Plan for the project.  
 
Because the proposal affects the improvements within the permanent open space for the project, approval of the modifications to the OSRD Development Plan by the Board of Commissioners is required, per the requirements of Section 78-185(b) of the Municipal Code.  

As part of the review, the Planning Commission also voted to recommend approval of the corresponding revisions to the OSRD Development Plan to the Board of Commissioners.

Staff Recommendation

Previous Commission Action
On April 24, 2015 the Board of Commissioners approved Resolution 2015-56, authorizes changes to the OSRD Development Plan for the Glenellen Estates Subdivision. The revised plan proposes additional amenity improvements within the subdivision's dedicated permanent open space areas, to include:
  1. Enhanced plantings at the entrance and along Glenellen Way and at the entrance on Balroyal Drive;
  2. Additional plantings, a rain garden, trail marker and seating benches in Open Space Five, (A);
  3. Removal of the existing fountain and pergola in OS Six, (B), installation of additional landscaping, trail marker and a boulder fountain;
  4. Develop a mown mulch trail system, six feet in width, in OS Three, along Ragsdale Road;
At their February 23, 2004 regular meeting, the Board of Commissioners approved Ordinance 2004-03, on second and final reading, which rezoned the property for the future Glenellen Estates Subdivision from R-2 to OSRD.  
  1. Enhanced landscaping in the arterial road buffer along Ragsdale Road, and;
  2. Enhanced trail system in OS Six
The subdivision includes 66 lots on approximately 82 acres.
