Background
At its October 26, 2017 meeting, the Board of Commissioners approved Ordinance 2017-19 amending the special restrictions on the City-owned Maryland Farms Greenway property to allow for future construction of a multi use trail.  The proposed trail (map attached) would connect Powell Park to Maryland Way Park via the Greenway property and three other privately owned properties.  These private properties include the retention pond owned by the Maryland Farms Property Owners Association, the Maryland Farms YMCA, and for the former city library site now owned by Jordan Properties, Inc.

Given the construction complexity of this project and the impact on private property, the next step in the project development process is property survey and engineering design work.  Staff is recommending utilizing the services of Sullivan Engineering, Inc. (SEI) for this work.  SEI handles most of the City's roadway design work and is familiar with the City's project objectives related to construction cost and property impacts.  SEI proposes a scope of work and fee totaling $89,26.50 broken down as follows:
 
Property Survey (third-party) $40,813.50
Engineering Design and bidding $45,250.00
Miscellaneous $  3,200.00
TOTAL $89,263.50

Since the rezoning approval in October, staff has held several meetings with local contractors to review the project and discuss constructability challenges related to access for heavy equipment and soils suitability.  This engineering work will further explore these issues with the goal of determining a construction phasing plan and design that can result in construction of the trail in a cost effective manner.

Within the scope of this agreement, city staff will work with the engineer to plan for a public meeting for impacted property owners and adjacent neighbors to review the design plans.  This will likely be later in the engineering design process, once the proposed trail centerline has been established and construction access issues have been studied.
