Background

The Water Services Department’s Capital Improvements Program for FY2018-2019 includes upgrades to the City’s River Oaks Water Pumping Station. The River Oaks pumping station was originally installed in 1970 and is located at the end of Ramsgate Court. This station is in need of upgrades as determined by the department’s Water System Master plan, both for an increase in capacity and to upgrade station equipment with newer technologies used by the department for greater efficiency and reliability.

To successfully complete this project, the City will need to acquire an easement from the adjacent property owner for the purpose of adjusting the access road easement that was obtained in 1970. From reviewing the plat of this area along with existing record drawings of the actual access road and station discharge water line, it appears the access road and a small portion of the water line were installed just outside of the recorded easement area. Therefore, staff is seeking to correct this issue and acquire a small access road and water line easement to encompass the existing road and water line. The amount of easement needed to accomplish this is estimated to be 500-600 square feet (staff is waiting on final survey information to determine final square footage calculation). Attached is an area map depicting the easement area proposed.

Accordingly, staff is requesting authorization for the Mayor, City Manager and City Attorney to move forward with negotiations for the acquisition of easements and property for this water station upgrade project.
