Resolution 2018-27 authorizing an agreement with Kane Konnections, LLC for Fiber Installation on I-65.
Background
The City-owned fiber optic network allows for quicker and more secure voice and data communication between city facilities. Continued expansion of the network to create loops provides redundancy in case of damage to lines and disruption of normal service. The fiber connection to Franklin is providing for exchange of CAD, GIS, traffic camera video, and is a vital link from Williamson County to Nashville's existing 800MHz radio system. This connects the two systems and will allow the new radio system to communicate all over Middle Tennessee.

FY 2018 originally did not have funding included for the Northern Loop due to the difficulty identifying a viable route. The City worked with TDOT and was able to establish a route utilizing existing conduit along I-65 from Church Street to Concord Road and continuing to Moores Lane. 

A Request for Proposal (RFP) for supplying and installing fiber optic cable written was solicited.  A mandatory pre-bid meeting was held on March 27, 2018 and seven companies attended.  An addendum to the RFP was sent to the attendees of the pre-bid meeting.  Four companies submitted proposals that were opened on March 27, 2018 (see the attached bid tabulation) and the amounts ranged from $63,140 to $312,240.  Kane Konnections, LLC from Goodlettsville, TN was the low bidder at $63,140 and met the specifications.  Kane Konnections has been in business since 2009 and is one of several companies the city currently uses for maintenance of the fiber optic network.  In addition to the contract amount, staff recommends approval of a 10.9% owner's contingency to be used if unforeseen conditions are encountered by the contractor.  The total project cost, including contingency, is $70,000.  The installation is expected to be completed by June 30, 2018.

Staff recommends accepting Kane Konnections, LLC for the purchase and installation of fiber optic cable along I-65 for $70,000 ($63,140 bid plus 10% contingency).

This project was previously funded in the Capital Projects Fund, but was tentatively scheduled in FY 2019 as part of the adopted 2018-2023 Capital Improvements Program due to challenges with finding a viable route for a northern loop.  Therefore, sufficient funds are available in the Capital Projects Fund for this proposed agreement.  Depending on the final overall expenditures in the Capital Projects Fund during FY 2018, a budget amendment may be necessary to appropriate $70,000 (including contingency) from Capital Projects Fund fund balance for this project.
