Background

The City of Brentwood has Capital Improvement Plan projects beginning construction in 2024.  These projects will require professional engineering firms to provide Construction Engineering and Inspection (CEI) services. These projects include the construction of the locally-funded Murray Lane and Holly Tree Gap roundabout, Windy Hill Park, and Ragsdale Road widening. 

The City's Engineering Department has recently issued a Request for Qualifications (RFQ) for Construction Engineering and Inspection (CEI) services for these projects. Following a rigorous selection process involving two rounds of submissions and reviews, the City has identified three engineering firms to engage for contractual services. This on-call arrangement is structured as a three-year contract, scheduled to commence immediately upon approval by the Commission. Ideally, all three firms will be rotated through based on availability and qualifications.
 
The city’s roadway projects are typically designed according to Tennessee Department of Transportation (TDOT) specifications. However, these same projects are bid and managed as City of Brentwood locally funded projects.  Consequently, responsibilities of the professional consultant engineering firm for CEI services shall be performed in general accordance with the TDOT Local Government Guidelines with some adjustments to fit the specific needs of a local municipality such as ours.  The consultant will perform inspection and documentation of all work activities performed by the contractor to ensure compliance with all project plans and specifications and in compliance with applicable federal, state, and local laws, regulations, rules, requirements, and policies. The general scoping of the responsibilities of the CEI consultant is contained in the proposal.
 
Following approval of the selected CEI’s agreements, and as alluded to above, city staff will evaluate the pool of consultants based on a particular project at hand, and contract individually with the consultant who best meets that project’s needs and that has the staff availability.  An attempt will be made to utilize all consultants fairly.  Task orders will be assigned and executed by the City Manager with the consultant based on the approved agreement, rate schedule and terms. Funding for these CEI services is programed in the City's Capital Improvements Plan within the engineering line item for each project.

Fees for CEI services are programmed as part of the overall budget for each applicable project.  Generally, for roadway projects, these services are estimated at 8% of projected construction costs.
