Resolution 2024-25 - Amending the John P. Holt Brentwood Library Policy Manual
Background
The John P. Holt Brentwood Library Policy Manual establishes the policies and procedures to be used in the administration of library operations.  It is updated at least annually, but sometimes more frequently as needs arise.  The last update was in November 2023, and those changes are now incorporated into the attached document. 

At the request of the City Commission, the Library Board recently considered a policy change related to the availability of a free library card for long-tenured City employees after they leave employment. Language is proposed to be added to p. 18, Section II (C), paragraph 1(c) to enable those who retire/leave in good standing from the City with 20 or more years of service to receive a free library card. A copy of the Policy Manual with the change shown in strikethrough and underline format is attached.

Staff Recommendation
The staff agrees with the Library Board recommendation and requests approval by the City Commission of the proposed revision to the John P. Holt Brentwood Library Policy Manual.
Previous Commission Action
Resolution 2024-25 was deferred until the March 25, 2024 meeting to allow the Library Board to discuss further the number of years of service for retirees to receive a free library card.

On November 27, 2023, the City Commission approved Resolution 2023-121 - Amending the John P. Holt Brentwood Library Policy Manual.

The exact cost (lost revenue) to the City for this benefit cannot be definitively determined because it is impossible to know how many non-resident former employees will take advantage of this benefit who otherwise would pay for a card.  Overall, the amount of lost revenue on an annual basis is expected to be minimal.
