Background
City staff requests the use of a competitive sealed proposal process (also known as a request for proposals, or RFP) for selecting a general contractor to oversee all phases of construction of a pavilion at the former site of the Brentvale cabin in Crockett Park.  The Brentwood Historic Commission has developed a unique concept for a three-walled pavilion that will pay homage to the former Brentvale cabin by incorporating the existing chimneys and reclaimed timber material from that historic structure.  It was anticipated that two RFPs would be required for this project. The first RFP sought proposals for full design (foundation, electrical, and all vertical components) and construction of the base structure of the pavilion and roof deck. Following that RFP, the City entered into a contract with Homestead Timber Frames. This second RFP will select a general contractor (Homestead is not a GC) to pull the appropriate permits, conduct soil testing, install wall framing and windows, splitting the timbers into siding, installation of the siding, and installation of the roof surface. 

Because this project incorporates historical design elements and the reuse of a limited supply of vintage timber, staff feel that vendor selection should include qualitative measures that consider a firm's qualifications and experience with projects of similar scope instead of solely basing the selection on price.  Once a firm is selected, a contract for general contractor services will be submitted to the City Commission for approval.

Staff Recommendation
Staff recommends approval of this resolution authorizing use of a Competitive Sealed Proposal Process for the procurement of a firm to provide general contracting services of a pavilion in Crockett Park. 
 
Previous Commission Action
On Sept. 11, 2023, the Commission approved On Sept. 11, 2023, the Commission approved Resolution 2023-100 - Request to Use a Competitive Sealed Proposal Process for Design and Construction of a Pavilion at Crockett Park.


On Dec. 11, 2023, the commission approved Resolution 2023-124 - Agreement with Homestead Timber Frames for Design and Construction of a Pavilion at Crockett Park.
