Resolution 2024-12 - Approval of Smith Park Mountain Biking Trail Rules

Background

In 2014, the Board of Commissioners adopted Resolution 2014-21 which provided rules for hiking trail use in Marcella Vivrette Smith Park. As you are aware, we are close to building out the mountain biking sections and, due to the terrain on these new trails as well as the remote nature of some areas, staff is recommending new rules be adopted for these unique circumstances and expected uses not found in other city parks or on the hiking trails. Staff has been working closely with the local biking group as well as SORBA Mid-TN to compile a list of rules that are appropriate for this new amenity. Originally, this item was to be approved at the February 12 City Commission meeting, but was deferred to make improvements to the language. Staff worked through several changes with the local bike group as well as input from the City Commission itself.

Please find attached a copy of the updated proposed mountain biking trail rules for your consideration. Staff has reviewed these updated rules with the Park Board, which endorsed the rules at its March meeting. If approved, staff will install new signage throughout the mountain bilking trail system before the opening to the public. Please contact the Parks and Recreation Director with any questions.

Staff recommends approval of the updated proposed mountain biking trail rules.
