Background
Following the significant rain event and associated flooding in March 2021, the City engaged the services of Wood Environmental and Infrastructure Services (Wood) to assess the viability of the City making an application to the FEMA Hazard Mitigation Grant Program (HMGP) to financially assist homeowners with flood hazard mitigation work, including elevation of homes and potential property acquisition.  This Phase 1 assessment work was completed for less than $10,000, so City Commission approval was not required for this initial work.

Following this initial feasibility assessment for multiple properties, a community meeting was held this past summer.  At this meeting, it was clear that there is significant resident interest in a possible HMGP application.  Unfortunately, the expected level of HMGP funding available in Tennessee in the next round of grant applications is limited, so the City will need to prioritize a short list of projects. 

As discussed a few months ago, staff's recommendation for prioritization is based primarily on documented FEMA flood loss history.  Unfortunately, FEMA staff, on a national basis, has had difficulty in getting legal authorization to release updated flood loss data to local governments due data privacy concerns.  Staff believes it is important to base the prioritization process on the most recent data, inclusive of this past spring's flood event.  Staff has been working with our FEMA representatives to obtain this data, and we are hopeful that the data may be forthcoming in the near future.

To ensure the City is ready to move forward with the initial HMGP application as soon as this FEMA loss data becomes available, staff is recommending an amendment to the initial agreement with Wood to assist in development and submittal of the HMGP application for up to five (5) home elevation projects and one (1) property acquisition project.

The added cost of this Phase 2 HMGP grant application assistance is a not to exceed amount of $20,840.  Note that City Commission authorization for actual submittal of the grant application will be required at a later date once all properties have been identified, cost estimate developed, etc.

Funding for these services was not anticipated was the FY 2022 budget was adopted.  However, to the extent these costs cannot be absorbed in the Planning Department budget due to savings in other areas during FY 2022, staff is confident there will be sufficient excess funds available to support a FY 2022 year-end budget amendment should one be necessary to account for these costs.
