Background
The Parks and Recreation Department recently solicited bids for site construction for the Inclusive Playground project at Granny White Park.  This work includes all grading and drainage work, playground area subsurface prep work, sidewalks, additional parking areas, etc.  Note that a separate agenda item for the purchase and installation of the actual playground equipment and surfacing is also on the December 13, 2021 Board of Commissioners agenda.

The City received three bids, and The Parent Company was the lowest bid at $669,000 which included a recommended alternate fence bid at $43,000. Because the design of donor/sponsor signage and walls has yet to be determined, staff is requesting an allowance of $40,000 for the Parent Company to be able to work with a sign company to develop a sign package that fits the City’s needs. In addition, staff is requesting a $20,000 contingency amount for any unforeseen items that come up during construction. If all funding allowances were used, the total for the site work would be $729,000.

Included in the base bid was the removal and reinstallation of the current playground’s large play units to locations in Crockett Park. If approved, this work will be performed in mid-December with the main construction beginning after the first of the year. It is our goal, pending supply chain issues, to have the site ready for playground equipment in late spring and ultimately having the playground open for use in summer 2022.

Staff recommends approval of the services from the Parent Company for a total cost of $669,000, a sign allowance of $40,000, and a $20,000 contingency allowance to be authorized by staff in the event of other unforeseen issues during construction.
