Resolution 2021-143 - Amendment to Agreement with American Constructors to Establish Final Guaranteed Maximum Price for Fire Station 5 Construction. |
Background |
On August 23, 2021, the Board of Commissioners approved an amendment to the agreement with American Constructors to establish a Phase 1 Guaranteed Maximum Price (GMP) of $6,174,633 for construction of Fire Station 5. At that time, it was noted that several subcontractor bid packages had to be rebid before a final GMP could be established. However, it was estimated then that after the rebid of those packages the final GMP would be approximately $6,950,000.
Subsequent to that approval, American Constructors completed the rebidding process for the remaining subcontractor packages and an extensive value engineering process in consultation with the project design team and city staff. As a result of this process, the attached amendment establishes the final GMP at $6,949,018. This total still includes a $100,000 contingency allowance. A breakdown of the various subcontractor bid package costs is included in the attached AIA Exhibit A.
The overall project budget for Fire Station 5 has not changed from what was originally presented in August:

As discussed in August, funding currently available or programmed in the future for this project totals $7,575,000, leaving a project budget deficit of a little more than $800,000. At this time, staff would propose that the funding source to make up the project deficit be a General Fund FY 2022 year-end transfer of excess revenue of $805,000 to be completed as part of a FY 2022 year-end budget amendment. Note that this amount would be in addition to an already planned transfer of $2,000,000 from projected FY 2022 excess revenues. The overall funding budget for the project is attached for your review.

The original construction management services agreement with American Constructors was approved by the Board of Commissioners via Resolution 2021-49 on April 26, 2021.
