Background
The Public Works Department and the Community Relations Department currently work together to manage a horticultural services contractor that manages a number of horticultural and landscape maintenance related items throughout the City.  This work includes the entrance ramps along I-65 at Old Hickory Boulevard, Concord Road, and Moores Lane; the landscaped roundabout on Town Center Way; the "wave wall" along Maryland Way between Franklin Road and East Park Drive; the median along Wilson Pike (south of Split Log); and landscaping at the Cool Springs House and Ravenswood Mansion.

While the services rendered through this contractor are unique, they are not considered sole source.  However, the level of detail necessary to maintain the appearance of these unique Brentwood sites and to achieve the desired expectation requires a review of professional expertise.   

Because qualifications, experience, and competence are important factors in this procurement in addition to fees, staff is requesting City Commission approval to use a competitive sealed proposal process to assess the viability of contracting for these services. If, after receiving proposals, staff feels this is a viable option for consideration, further discussion with the Commission will occur before a contract for the services will be submitted to the Commission for approval.
Staff Recommendation
Staff recommends approval of the resolution authorizing use of the competitive sealed proposal process for the procurement of horticultural and landscape maintenance services.

There is no fiscal impact associated with the release and review of the RFP.  More detailed fiscal impact information will be shared when a recommendation to award a contract is brought before the City Commission.
