Background
The Water Services Department routinely performs a variety of proactive inspections and high-velocity pressure cleaning of pipes within the City when responding to customer complaints and for routine maintenance.  These functions are part of necessary proactive and reactive maintenance activities for compliance with EPA’s capacity management, operation, and maintenance (CMOM) activities.  Activities performed by the department’s sewer technicians are aimed at eliminating stoppages in gravity sewers usually caused by an accumulation of material in the pipe.  Accumulated material can include fats, oil, grease (FOG), sediment, gravel or other materials.  Certain structural defects, such as protruding taps and uneven pipe joints may catch debris, which then causes a further buildup of solids that will eventually block the sewer and contribute to system overflows.  High-velocity pressure cleaning of sewers is a very cost-effective method of removing material that interferes with the proper operation of the sewer. The objective is to remove all material clinging to the interior surface of the pipe so that the sewer pipe can carry full pipe flow without any restrictions that might result in blockages.   
 
The Water Services Department’s maintenance fleet includes a high-velocity “jetting” system installed on a truck and includes a variety of cleaning nozzles and hoses required for its operations.  This “jetting” system is often used in combination with the department’s closed-circuit television (CCTV) system.  The high-pressure pump unit was originally purchased in 2011 and recently had a failure requiring total replacement.

Department staff sought quotes to purchase and replace the pump assembly unit and associated valves and piping.  The repair quote from the original manufacturer, U.S. Jetting, LLC, was $16,268.51.  To confirm the manufacturer's quote was reasonable, staff obtained a second quote from Southern-Vac located in Columbia, SC. This firm submitted a quote for $16,523.59.  The cost includes all material and labor required to replace the pump unit and associated valves and piping.  Based on the two quotes received, staff is recommending waiver of competitive bidding for this repair, and approval of a purchase from the original manufacturer, US Jetting, LLC, in an amount not to exceed the submitted quote of $16,268.51.
