Approval of Change Order with Cunningham Construction for Electric Service Installation to Skyline Tower Site.
Background
In the fall of 2017, the Water Services Department installed the third of three tower structures associated with the department’s automated meter reading infrastructure (AMI) plan at the City’s Skyline water tank property located off Wilson Pike just south of Church Street.  Since that time, department staff has been working with Nashville Electric Service (NES) to gain approval of a new electric service to the tower site to power the meter reading equipment.  In February, NES approved the off-site route for the proposed power line and required the City to obtain an electrical utility easement on NES’s behalf for the purpose of installing the off-site power line to the City’s property.   Staff has finalized the easement agreement between the adjacent property owner and NES and the department is now ready to begin installing the electrical service lines to the tower site. 
 
In 2017, the City solicited bids and awarded a low-bid contract to Cunningham Construction on the Granny White Water Line Connector project which included in the scope of work, similar electrical work to get NES power to the Granny White project site to power up a system pressure/flow regulator.  Because the work needed to be completed at the Skyline tower site is very similar in nature and to help expedite completion of getting the meter reading equipment in service, staff is requesting approval of a Change Order to Cunningham Construction to install the electrical service line, the required meter base and disconnect along with an additional empty conduit which would will allow for fiber installation at some future date.    Cunningham Construction has submitted a quote for this work in the amount of $28,275.00 which staff believes to be reasonable and is within the overall budget for the AMI project. 

If approved, Cunningham Construction would be notified to begin this work.  Once power is established at the site, CommTech can move forward to install the communications equipment needed to send collected meter read data from the tower site back to the servers at City Hall.  Staff is also working on the bid documents for the mass upgrades at each meter site across the City to establish the communication link between the tower sites and the majority of customers across the City.  This work is anticipated to begin this summer and continue through the calendar year. 

Accordingly, staff is recommending approval of the subject change order with Cunningham Construction in the amount proposed of $28,275 and including a 10% contingency for a total amount not to exceed of $31,100.
