Acceptance of Bid from Neely Coble Inc for purchase of Chipper Truck for the Public Works department.
Background
The FY 2018 budget for the Equipment Replacement Fund includes funding for the replacement of a 2005 chipper truck for the Public Works Department. A "Request for Bid" announcement for one chipper truck cab and chassis w/dump body was advertised in the Tennessean on January 28, 2018. At the bid deadline of February 6, 2018, two bids were received.
  1. Neely Coble, Inc. of Nashville in the amount of $85,488.00
  2. Lonnie Cobb Ford of Henderson, TN in the amount of $ 82,919.00
The bid from Lonnie Cobb Ford was the lower bid, however they did not meet all of the specifications and listed several exceptions including:
  • The dump bed does not have reinforcing corner posts
  • The rear tailgate is 16" tall rather than 22" reducing the capacity for chipping
  • A "pickup" style diesel V8 engine in lieu of an in-line 6 cylinder heavy duty truck engine
  • A Ford truck transmission in lieu of a heavy duty Allison transmission
The bid from Neely Coble, Inc. of Nashville in the amount of $85,488.00 for a 2019 Freightliner Model M2-106/Rogers Chipper Body was the higher bidder, but does meet all of the required specifications with no exceptions.  
 
Freightliner/Rogers models represent the majority of our chipper truck fleet and have for many years. These trucks and the Rogers bodies have been very reliable and have served the City well. All of the chipper trucks that run on a daily basis are Freightliners with Rogers bodies. Keeping the fleet consistent will streamline maintenance and will aid in stocking parts needed for repairs.

Staff recommends approval of the purchase of the chipper truck with Rogers dump body from Neely Coble, Inc.
