Background
Recently, the Public Works Department solicited bids for the construction of roadway improvements and realignment of Ragsdale Road and Sunset Road to eliminate the unsafe conditions at the current intersection of the two roads.  The project includes realigning Ragsdale Road by shifting its intersection with Sunset Road southward from the bottom of the hill to the top of the hill. The project also includes a slight shift of Sunset Road to the east to reduce the severity of the existing curve. The project also includes a new bridge on Sunset Road. The project will greatly improve the safety of the roadways and improve traffic flow through the area.  A map depicting the proposed realignment is attached.  Also included in this project is the relocation of Nolensville/College Grove Utility District water lines.

The newly realigned Ragsdale Road will include a three-lane roadway section with a separated 10 foot bike trail along the south side of the road. There will be traffic calming islands placed along this section to help control speeding. The new section of Sunset Road will be a three lane section as well.  This project is included in the approved Capital Improvements Program.

Bids were opened for this project on February 8, 2017.  Four bids were received as shown below, lowest to highest:

Note that all bid amounts include a $400,000.00 contingency allocation, which would only be used with the written approval of the City. 

Staff and design engineers for the project, SEI Engineering, Inc, reviewed the bids and found them to be accurate. (See attached letter from SEI.)  Based on SEI's recommendation, staff recommends acceptance of the lowest bid as submitted by Vulcan Construction Materials, LLC. A copy of the proposed contract is attached.  It is anticipated the project will take approximately 18 months to complete, making the approximate completion date October 2018.

The total cost of this project, including the construction amount shown above, engineering design services, and right of way acquisition is projected to be $9.9 million.  Previously, $7.6 million has been set aside in the Capital Projects Fund for this project with an additional $600,000 programmed from road impact fees in the upcoming FY 2018 budget.  The remaining $1.7 million is proposed to come from a fall 2017 G.O. bond issue. A related agenda item regarding this bond issue is also on the March 13, 2017 agenda.

Staff recommends approval of the contract with Vulcan Construction Materials, LLC.
Previous Commission Action
At its April 27, 2015 meeting, the City Commission approved Resolution 2015-26, authorizing an agreement with Sullivan Engineering for design services for this project.  

At its August 22, 2016 meeting, the Commission approved Resolution 2016-60, providing authorization to acquire the necessary easements and right-of-way for the project.
