Background
In December 2020, Parks staff sent out a Request for Qualifications (RFQ) to engineering firms for the site development phase of an inclusive playground at Granny White Park. Ten engineering firms submitted qualifications to be reviewed. Staff scored all ten submittals and identified three firms to interview.  Following interviews, staff selected Kimley-Horn to lead this project.

Kimley-Horn is presently working on two inclusive playgrounds in the Middle Tennessee area.  One is a large playground project in Dickson that is beginning construction, and the other is in Goodlettsville which has been designed but construction is pending funding. As you know, the City has had several other contracts with Kimley-Horn in recent years, including the east-west bike and pedestrian connectivity study and the Granny White Pike bike lane analysis. 

Attached is the agreement with Kimley-Horn broken down into five tasks:

Task 1 Project Coordination Services and Meetings $18,900
Task 2 Construction Plans $53,800
Task 3 Permitting $7,900
Task 4 Bid Phase Services $6,700
Task 5 Construction Kickoff Meeting $1,400

Project Total (Lump Sum): $88,700
 
Staff feels that the fee is consistent and fair for the project and is recommending approval of the attached resolution to contract with Kimley-Horn for this project. In addition, staff is requesting approval of a $10,000 contingency allowance for any unforeseen additional services should the need arise during the design phase.  It should be noted that these services are to design the site and do not include design of the playground equipment, which will be handled through a separate RFP process direct to various equipment suppliers.  The tasks listed above do not include construction oversight services.  If staff determines such services are needed once the design and bidding phases are completed, an amendment to this agreement will be presented for Commission consideration.

Staff Recommendation
Staff recommends approval of the attached resolution and authorization of a $10,000 design contingency allowance subject to written authorization by city staff.
