Resolution 2012-13 - Authorizing the installation of three (3) speed humps on Eastwood Drive in the Reserve at Raintree Forest subdivision.
Background
The Reserve at Raintree Forest Homeowners Association (HOA) has requested installation of three speed humps along Eastwood Drive in an effort to address concerns with speeding and to improve the safety of pedestrians and bicyclists in this area.  Installation of two speed humps was a condition of approval (subject to HOA/resident approval) for the Final Plat for Section Four of the Reserve at Raintree Forest that was approved by the Planning Commission on November 5, 2018.  Therefore, two of the requested humps will be funded by the developer.  The third speed hump is a request of the HOA, funding for which would be provided 60% by the HOA and 40% by the City, per the City's adopted speed hump policy. 

The suitable locations for the speed humps were determined by the City and its engineer, RG Phillips Consulting, LLC, with input from HOA representatives (see attached maps).  The potential locations were greatly limited by the grade of Eastwood Drive, curves in the road, and proximity to intersections.  After locations were identified, the HOA petitioned the affected residents within 1,000 feet of each site.  Staff reviewed the petitions and each site meets the required 2/3 (66.66%) resident approval required by the speed hump policy (summary attached). 

If approved, the estimated cost of each hump is $4,000.  The approximate share paid by the developer of Section Four, the Reserve at Raintree Forest HOA, and the City will be $8,000, $2,400, and $1,600, respectively.  While the City's cost is less than the $10,000 limit usually required for City Commission approval, the speed hump policy requires Commission approval for any new installations.
