Resolution 2020-08 - Authorization to acquire needed utility easement with The Heritage of Brentwood, for fiber extension to connect the new Police Department Headquarters to the City's existing fiber network.
Background
One of the non-construction related components of the Police Department Headquarters project is the extension of the City's fiber optic network to the new facility on Heritage Way.  The plan is to provide dual fiber feeds for redundancy.  One feed will come north from Concord Road along Heritage Way and then through City parkland and enter the Police HQ site from the southeast corner. The second feed will originate from an existing city fiber line running along I-65 in TDOT right-of-way then cross the Heritage property for a short distance before continuing into City right-of-way before entering onto City property for the Police Headquarters (see attached aerial of route).

Staff has been working with our engineer, Greg Judy of Neel-Schaffer, to design the necessary fiber upgrades to connect and support the new Police Headquarters.  We have worked hard to maximize our use of existing right-of-way and to minimize the potential impacts for bringing this buried fiber conduit across The Heritage at Brentwood's property.  The final design limits our need for a utility easement to an approximate length of 100 feet and an access width of 20'.  Preliminary discussions with The Heritage of Brentwood suggest that this process should be an amicable one.  Although no additional expense is anticipated, we seek Commission approval to begin formalizing this easement with the property owner.  The total area of the necessary easement is estimated to be 2,000 square feet.   

With City Commission approval, staff will move forward with the easement acquisition.

Previous Commission Action
The Commission approved an agreement with Neel-Schaffer to provide engineering design services for the fiber extension via Resolution 2019-49 at the May 13, 2019 meeting.
