Background
As the City's vast network of storm water culverts and pipes continue to age, the Public Works Department is responsible for maintaining, replacing, or rebuilding these conveyance systems to ensure proper operation for many years to come.  As the need for repair is identified, each pipe section is evaluated independently to calculate costs and impacts related to various methods of maintenance or replacement.  

One available option is to line an existing pipe segment with a reinforced concrete liner.  This process allows us to construct a reinforced concrete pipe (RCP) within the existing host pipe.  Once in place, the new RCP becomes the asset pipe as the existing pipe can continue to deteriorate in place without concern.   While lining the existing pipe reduces the overall pipe diameter, there are engineering calculations (called the Manning Coefficient) which demonstrate that the volume of water conveyed by a smaller diameter smooth walled pipe remains the same or in some cases increases when compared to the larger diameter corrugated or ridged wall pipe.

While the cost difference between pipe lining and pipe replacement isn't always substantial, pipe lining is often far less impactful as it doesn't require the same extent of excavation and restoration (road cuts, traffic detours, or removal and replacement of landscape/trees), which at times can exceed the limits of our right-of-way or easement and require additional agreements with private property owners.

On January 24, 2020, staff opened bids for a Pipe Repair Contract on a unit-price basis.  An example project was provided for quantities and comparative bidding purposes, but all bidders understand that actual quantities may differ and no minimum amount of work is guaranteed.  The intent is to use the prices quoted for projects on an as-needed basis.  

ProShot Concrete, Inc was one of three bids received. Their overall aggregate cost was 22% lower than the next bidder, whose bid was incomplete, and 24% lower than the third bid received.  Additionally, ProShot Concrete, Inc used an engineered process that gives staff the most confidence. 

Staff recommends award of the 2020 Pipe Repair Contract to ProShot Concrete, Inc. The contract provides for a one-year term with two optional one-year extensions if the City is pleased with the work and if ProShot agrees to the extension(s).

Pricing in this contract will be used for drainage projects as the need arises.  It is anticipated this contract will be used to award two projects in FY 2021, the Derby Glen Pipe Repair project and Subdivision Drainage project, which are expected to total approximately $250,000.
