Purchase of Two-Way Radios from Motorola for Non-Public Safety Departments
Background
For the past five years, the City has been working with Franklin and Williamson County towards the development of a regional radio system that would allow the public safety agencies from all three governments to communicate seamlessly as needed for both routine and emergency situations.

In December of 2015, the Board of Commissioners approved the funding for construction of a 700/800 MHz radio system in Williamson County that is part of the Nashville radio system.  The system will be operational in February and public safety users will be transitioned to the new system.  The existing UHF radio system has become increasing problematic due to coverage issues and older technologies.  The FY 2019  Capital Projects Fund budget provides funding to add the non-public safety departments (Public Works, Water Services, Parks, and Planning and Codes) to the new regional radio system.  It is proposed to purchase 142 portable and mobile radios from Motorola to handle the operational needs for these departments. Note that these radios will be a more basic version than the radios being purchased for Police and Fire.

We are able to use contract pricing from the Motorola proposal for the entire system, which provides additional discounts from the current State of Tennessee contract. Motorola is offering an additional $49,700 discount if the purchase is approved before the end of the calendar year.  The FY 2019 Capital Projects Fund budget included $550,000 for this project, but due to some additional features needed in the radios and the final count of radios to be purchased, the actual purchase will be $599,885.24 after the additional discount.  Installation of the radios will be done onsite and will take 6-8 weeks to complete.
Staff Recommendation
Staff recommends approval of the purchase of radios from Motorola.

Fiscal Impact:
The FY 2019 Capital Projects Fund budget includes $550,000 for the purchase of non-public safety radios.  The additional cost above this budgeted amount, approximately $50,000, can be covered by a combination of available unobligated fund balance in the Capital Projects Fund and savings on other FY 2019 projects in the Capital Projects Fund.
