Resolution 2018-95 - Revisions to the John P. Holt Brentwood Library Policy Manual
Background
Annual updates to the Library Policy Manual help to ensure library operations are responsive to the changing needs of our community.  The Library Board has conducted its review for 2018 and recommends the policy changes outlined below.  In addition, a reorganization of the Manual and its Table of Contents has been provided in an effort to improve readability.
Staff Recommendation
The changes proposed by the Library Board are summarized below and are in the order as they appear in the Manual.
 
Policy Changes  
II. Operational Guidelines, A.  General Guidelines of the Library/1. General Rules of Conduct/v., page 7.
There have been some recent issues of programs conducted by people or groups renting/using Library areas being mistaken for Library sponsored programs.  This update is designed to help cut down on confusion.

II. Operational Guidelines/B. Developing the Collections/3.Types of Collections/l. Audio-Visual Materials, page 12. 
After noting that music was not mentioned in the section, this update was included to make clear what “Audio-Visual Materials” comprise. 

II. Operational Guidelines/C. Operational Procedures/1. Library Cards/a., page 16.    
The descriptions of age categories were confusing to patrons and staff.  The staff recommended a simple solution with “under 18” requiring the parent’s/guardian’s name on the underage patron record.  Underage patrons may still apply for a library card without the parent/guardian present, but it was felt the Library should have a record of the parent/guardian of a minor.

This update provides a definition of family members that may be added to a Library account.

A pilot program was approved by the City Commissioners and instituted to allow Teacher Paraprofessionals (Teachers’ Aides) to obtain free Library cards for school use only, as they are one of the vital components of educating the children in Brentwood.

As mentioned, there have been some recent issues of programs conducted by people or groups renting/using Library areas being mistaken for Library sponsored programs.  This is a second update to help cut down on confusion.
Previous Commission Action
The City Commission approved of the recommendations in December 2017 for that year.
