Background
The John P. Holt Brentwood Library has an award-winning Children's Library and replacing the carpet was identified as a project for the Capital Improvement Program (CIP) for FY 26. $65,000 was budgeted for this project. The John P. Holt Brentwood Library is the most utilized City facility on a daily basis. Improvements to the facility allow for improved experience and ensure the facility will remain at the standard the citizens of Brentwood expect. Facilities/ Maintenance Supervisor Brent Stidman, Library Director Lee Boulie, and Assistant City Manager Jay Evans met with multiple vendors and reviewed countless samples of carpet to get a carpet that is both green (not gray or beige) and matches the forest theme of the Children's Library. Once finalists were identified, 14 library staff (mostly Children's Department) voted on their favorite. The chosen sample was the clear winner (11-3 vote). The top two selections were presented to the Library Board and the Library Board also identified the selected design as their preferred as well. 

Facilities Maintenance Supervisor, Brent Stidman, contacted vendors Shaw Floors and Tarkett Commercial, two companies that specialize in commercial grade carpet, to show carpet samples/options and prices to the Assistant City Manager and Library Director. Additionally, online vendors were reviewed. Due to the significant impact of carpet color and design on the "Wow" factor of the award-winning children's library, a custom design of commercial grade carpet was required, including specifically selecting the thread colors. The final sample is only available through the Tarkett Commercial vendor. 
 
Due to the Library’s specific requirements for carpet grade, color, and design, identified through their internal review process, staff recommends waiver of competitive bidding for the purpose of securing materials uniquely suited to the Library’s needs. Given that proposals were previously solicited and the preferred sample has been selected, staff further recommends approval to authorize $42,498.79 for this project.

Staff Recommendation
Staff agrees with the Library Board's top selection and requests approval by the City Commission to purchase and install the new carpet in the Children's Library.
