Resolution 2025-74 - Adopting the Adjusted Public Works Project Fee Schedules for 2026, as Provided for in Chapter 14, Article IX of the Municipal Code.
Background
Resolution 2025-74 proposes the adoption of an adjusted Public Works Project Fee (PWPF) schedule for 2026, as provided for in Chapter 14, Article IX, Section 14-197 of the Municipal Code.
The fee schedule for the Public Works Project Fees (PWPF) was approved by the Board of Commissioners on November 25, 2019, as part of Resolution 2019-100.
Chapter 14, Article IX provides for the fees to be adjusted annually using the Construction Cost Index, developed by the Engineering News-Record (ENR). Section 14-197 provides that the "
fees shall be adjusted to account for construction cost inflation on January 1 following each year in which the fees were not comprehensively updated based on a new impact fee study, with the first year of adjustment being 2021. The existing fees will be multiplied by the ratio of the Engineering News-Record Construction Cost Index for the most recent month for which the index is available to the index for the same month of the previous year. The adjusted fee schedule, with fee amounts rounded to the nearest five-dollar increment, will be adopted by the Board of Commissioners via resolution by December 1 of each applicable year to be effective January 1 of the following year."
Staff completed a review of the Construction Cost Index, which is a ratio developed by the Engineering News Record detailing construction cost inflation, year to year. The review compared the index for September 2024 with the index for September 2025, data. The comparison showed that the amounts of the current PWPF should increase a total of
2.17
percent
(13,632 to
13,928)
based on construction cost inflation. The new increases will become effective for all permits issued after January 1, 2026.
Attached is Exhibit A, which details the current PWPFs, the proposed increase to those fees, the new proposed fees derived by multiplying the current fee by 0.0217 to account for the 2.17% increase to each fee category and rounding to the nearest five-dollar increment to arrive at the total new fee.
As a reference, here is how the numbers have increased:
2022 the increase was 7.67%;
2023 the fees increased 5.7%;
2024 the increase was 2.45%; and
2025 the increase was 1.08%.

Staff Recommendation
Staff recommends approval of Resolution 2025-74.
Previous Commission Action
On November 11, 2024, the Board of Commissioners voted to approve Resolution 2024-104 adopting the adjusted Public Works Project Fee schedule as provided for in Chapter 14, Article IX of the Municipal Code.
On November 14, 2022, the Board of Commissioners voted to approve Resolution 2022-101 adopting the adjusted Public Works Project Fee schedule as provided for in Chapter 14, Article IX of the Municipal Code.
On November 8, 2021, the Board of Commissioners voted to approve Resolution 2021-130 adopting the adjusted Public Works Project Fee schedule as provided for in Chapter 14, Article IX of the Municipal Code.
