Background
Cindy Billingsley is a local artist in Cookeville, Tennessee, who has contracted with the City of Brentwood on other projects, specifically art sculptures at the Brentwood Library.  Staff is requesting authorization to contract with this artist again to create a bronze sculpture of a lion that would be permanently mounted in the plaza of the new Police Headquarters overlooking the Memorial Wall near the rear staff entrance to the building.  See attached images of a Maquette and the artist's renditions of what the final sculpture will resemble.

The lion is proposed to be 32" high, 32" wide, and 5' long.  The sculpture would be permanently mounted to a granite base to match the Memorial Wall.  The contract, which include proposed deadlines, insurance coverage details, and copyright/ownership specifics, is attached for your review.

The total cost of this project is budgeted at $44,970.00.  This includes foundry costs (molds and casting) and artist costs (labor, materials, transportation, and installation).  The detailed cost for each and payment benchmarks are specified within the attached contract. 

Staff requests approval to pay for this project in advance from project funds.  However, similar to artwork installed at the Brentwood Library, staff intends to raise sufficient funds through private donations to reimburse the City for the cost of this project.  The timeliness of beginning this project is crucial to allow ample time for the sculpture to be completed and installed prior to the grand opening of Police Headquarters in the spring of 2021.  Please note that $50,000.00 was previously received from a citizen toward the overall Police Headquarters project, with another $50,000.00 bequeathed toward the overall project at the time of donor's passing should donations received fall short of the project costs.

Although staff does not anticipate the cost of the sculpture exceeding the contracted amount, we respectfully request approval for a cost of up to $50,000.00, with the City Manager being able to execute any amendments to the attached agreement as necessary.

Staff Recommendation
Staff recommends approval to enter into a contract with Cindy Billingsley for the purchase of a bronze lion sculpture for the Police Memorial Plaza at the new Police Headquarters, plus a contingency of $5,030 for a maximum total project cost of $50,000.
