Approval of change order to Agreement with Sullivan Engineering for Design Services Related to Witherspoon/Raintree Forest Trail Connector.

Background

In February 2020, the City Commission approved Resolution 2020-09 authorizing Sullivan Engineering, Inc. (SEI) to perform design services related to the Witherspoon/Raintree Forest Trail Connector. The project has been designed, bid, and a contract awarded for construction. However, the initial agreement with SEI did not include any Construction Administration or Observation Services as usually required on projects of this scale.

Staff requested a fee estimate from SEI for these additional services and requests the Commission's approval to add these additional services via a change order in the amount of $4,165. It is staff's opinion these additional services are warranted and needed to ensure the work is completed in accordance with the design.

Staff Recommendation

Staff recommends approval of this change order to increase the overall contract value to include Construction Administration and Observation Services.

Fiscal Impact:

Resolution 2020-09 was approved with a value of $55,102.75, which included a public meeting at $2,500 which was not held and therefore, not billed. There was however an unanticipated TDEC Permit fee for work near the creek that added $500 to the billable amount. Therefore, there is $2,000 worth of services remaining of the original contract. The estimated cost to add Construction Administration and Observation services via this change order is $6,165.00 for a net overall increase of $4,165 to $59,267.75.
