Background
The intersection of Murray Lane and Holly Tree Gap experiences significant delay during peak times and during school arrival and dismissal periods (see attached location map).  Continued growth in the unincorporated areas of Williamson County that flows through this intersection is anticipated, and the delay at the intersection will continue to worsen.  The fact that the intersection is a three-way stop is especially problematic.  

For future capital projects planning purposes, staff is recommending a study of several options for improvements to reduce delay and increase the capacity at this location.  Three potential options have been identified, as follows:
  1. Signalize the intersection, which would include widening for turn lanes;
  2. Construct a roundabout;
  3. Continue to operate with all-way stop control
Each of these options has pros and cons, so in order to facilitate identification of the best long term solution, staff is first recommending a detailed engineering study of these three options. The study will investigate key parameters of each alternative to aid in making the most informed decision.  Some of the characteristics to be considered include:
  • Safety
  • Capacity to handle current and future traffic (including school traffic)
  • Impact to neighboring properties
  • Level of service 
  • Cost
  • Constructability
Since Neel-Schaffer, Inc. is familiar with this roadway and has successfully studied similar projects in Brentwood (Crockett Road/Raintree Parkway and Split Log/Ragsdale), staff requested the attached proposal agreement from Neel-Schaffer for this study. The total cost of the study, as outlined in the attached agreement, is $12,600.  Staff expects the study will take approximately 90 days to complete.  Once an alternative is selected, staff will use the results to program the selected project in the upcoming Capital Improvement Program cycle for design and eventual construction in the future.  Contracts for those efforts will be presented to the Commission at the appropriate time.

Fiscal Impact:
While no funding for this project was included in the FY 2020 Capital Projects Fund budget, funding for the study is available in the General Fund's Traffic Signalization activity.  Construction of the preferred alternative will be programed in the upcoming Capital Improvement Program budget cycle.
