Resolution 2019-107 - Endorsement of an Application for a TDOT Traffic Signal Modernization Grant
Background
The Tennessee Department of Transportation (TDOT) Traffic Operations Division recently announced that grant applications will be accepted for the Traffic Signal Modernization Program (TSMP).  Please find attached three items regarding this program: cover letter, program flyer, and a completed grant application.  This new grant opportunity is a TDOT pilot program designed to help communities modernize existing traffic signal equipment and operations.
 
The program is currently 100% state funded and state contracted, with the goal to begin traffic signal upgrades within 12 months of project selection.  Grant funds are capped at $250,000.00.  The following items are eligible for TSMP funding:
  • Controller
  • Controller Cabinet
  • Cabinet Equipment
  • Signal Head/Beacon
  • Signal Head Backplates
  • Supplemental Signal Head
  • Timing Optimization Plan
  • Stop Bar Detection
  • Advance Detection
  • Pedestrian Signal
  • Pedestrian Push Button
Staff is proposing 32 new signal controllers to replace older models, video detection and a new signal cabinet at Wilson Pike and Raintree Parkway, and BlueToad devices that help measure travel times along the Moores Lane, Franklin Road, and Concord Road corridors.  A map is attached to help identify the locations for this new equipment.  These new technologies will improve traffic operations and provide staff with additional information with which to make operational decisions.  The estimated cost of this new equipment is $247,140.  As noted above, if awarded, there is no cost to the City other than staff time to manage and implement the project.

The application ranking criteria includes, but is not limited to, county economic status, anticipated right-of-way impacts, environmental impacts, utility impacts, cost, and approximate age of traffic signal.  All projects awarded will be prepared in accordance with applicable State and Federal requirements.  Design services will be conducted by TDOT staff and/or their on-call consultants.

Due to the timing of receiving the invitation to submit a full application and the short timeframe for submittal, we are requesting retroactive endorsement, as the applications were due on November 20.  Should the Board choose not to endorse the application, staff will withdraw our submittal.

The grant is 100% funded with State funding therefore there are not direct out of pocket costs to the city.  There will be staff time invested in the effort to implement the project, however, any grant funding received will offset future capital expenditures.
